As I apprehended, His Excellency Sir George F. Bowen's health has not improved. I therefore think it a imperative that he should proceed. without delay to Japan to undergo. (as suggested in my certificate dested
April 16th)
of treatment at the hot mineral springs, which it
will be impossible to do later on, in Consequence of the setting in of the c-
weather:
